I have further the honour to report that, following the precedent set by Sir George Bowen in April, 1884, I have appointed Captain Thomsett, R.N., Harbour Master, subject to Your Majesty's approval, to the seat temporarily vacant in Council owing to Mr. Stewart, the Registrar-General, holding at present the acting appointment of Colonial Secretary.
Captain Thomsett filled this seat during my absence on leave from April to August 1884, and the appointment then made as a mark of recognition of his faithful services met with Her Majesty's approbation. I thought, therefore, that I could not do wrong in appointing him again to the seat which has become temporarily vacant.
